How do I created a new Civ?

You can't make mod without your Buddy: ModBuddy.
So you will need it.
Then try to look at tutorials and look at your first page with name "Sticky: Modders Guide to Civilization V"
Then read it but don't make mod by using this tutorial because it is outdated(in terms of XML(It was changed a little)) so when you understood the way XML work make mod using similar techniques which are shown in tutorial(such as copying original XMLs(You can find them at this directory:C:\Program Files (x86)\Steam\steamapps\common\sid meier's civilization v\Assets\Gameplay\XML))
