How do I draft military?

In the gaming manual it says that you can draft some of your cities populations for making your armies. I can see how its done in either Despotism or Communism, but how do I draft units under the other forms of government? I have fought a few wars where drafting my citizens could have been a pivotal turning point but under my monarchy all I could see when hurrying production was to pay gold for it. Any help would be appreciated.:rocket:
 
look mate i am not total sure myself but in the city screen you should see a man or a man with a rilfe icon near the building option for your improvemnets, you click draft, i think thats right i am not all sure
 
When you have invented Nationalism there appears draft button next to hurry button.
 
I think this is really annoying. There are a few requirements for a draft:

1.The city must be >than size 6 (a city or a metro).
2.You can only draft the number of citizens that are of YOUR nationality in the city.
3.You can draft 4 per turn under Communism, 3 per turn under Monarchy, 2 per turn under Despotism, and 1 per turn in Democracy & Republic in any number of your cities & metros.

I think they should do away with the city/metro & nationality rules. It's VERY annoying to not be able to get infantry to a recently captured city, and with nationality that's completely wrong--almost every ethnically diverse nation included all of their nationalities in the army.

True. In World War 2, Nazi Germany conscripted French and Russians to fight, and the Americans faced them.
 
Well thanks a lot for all the feedback people it has helped somewhat. In my current game I did manage to get the Nationalization advance and I found the draft citizen button. I was a bit disapointed to find that the drafted citizens were conscripted infantry units with only two hit points. I was able to use this to my advantage however because of my war with the Iriqouis. I used my drafted units to quell the resistance in my conquered cities and as mop up for units that were left with only one or two hit points left. I am sure the benefits would be seen better if my country was under invasion and needed to get some quick defenders in cities under seige, especially if I think that I will loose the city in question. As it stands they are doing well in helping me double my empires size (stupid Iriqouis declaring war on their superiors). HEHE, and my war gave me a leader so after I finish the war and get out of mobilization I can rush build a forbiden palace right in their old capital, thanks for the feedback people.
