How do I effectively Demand

I have never been able to successfully demand anything from a civ. Even if they are in a dark age or are my vassal they won't fork over a single coin. In addition it gives a negative diplo modifier that seems to be permanent? Can someone explain to me the mechanics of demanding?

Do they need to show as afraid for you to get anything? That seems a little silly, given how rare that is.

I agree it's exceptionally rare for a civ to be afraid of you except for extreme cases. This mechanic may as well not exist in its current state.

I do wonder, do the AI ever demand tribute from each other?

Civs are afraid of me about every third game, and that's while playing for a SV. All it takes sometimes is for them to view you as a global threat.

I've put some civs into the afraid status a few times. Generally it happens when I'm already doing really well

Request help works much better. As long as you don't get greedy the AI can be pretty generous.

Just came back from a game. Request help is actually quite useful! Was even able to request techs from allies!

However, I was unable to demand anything from Afraid civs. Poland would not surrender 1 tobacco (value 308) while Afraid. Mongolia too (though I understand this might be due to gengis' personality?).
