How do I get a civilization to declare war on another civilization?

Hi, I am new to the forum and Civilization in general. In the trade agreement or proposal window between my civilization and another civilization, there is an option to get another country to declare war on another, but this is not clickable. Can I somehow buy another civilzation off in order to get them to invade another, by gifts perhaps? The last time I played I invaded a civilization, but once that civilization was wiped off, the other civilization was far ahead of me, so I want to know a way in order to get an allied invasion force.
 
You can confince them with trading techs or gold :).

But they won't attack someone they like.

If the trade option is in red you won't be able to initiate that trade or even negotiate for it. As you roll over it an explanation is oferred.

1)We don't like you enough.
2) We have enough on our hands. (their economies crashing or they feel they'd lose).
3) We couldn't betray our close friends. (They like them enough not to).
4) We'd have nothing to gain. (Civ is too far away or won't provide an advantage if they do sucessfully invade)

Some civs will declare war if they are pleased with that civ, but it depends on their relationship with you and them. E.G. someone declares war on you. You speak to other civ who, despite being pleased with that civ, has the option available. The fact they declared war on you makes it easier to bribe them into action. Other factors can be involved (religion and previous experience of that civ, but the above may well help you out in sticky situations. (It has me before).
 
Just to add with the above post, they will most likely not agree to go to war if they are already in one (2. We have enough on our hands.). :)
 
Having the Apostolic Palace is a good way to get five or six of your closest friends on your side in a war.
 
*We have enough on our hands right now* is actually an indication that they are preparing to declare war on someone(or already at war). I don't think that AIs actually know when thay are pathetically failing.
