How do I get fish & whales

I have some fish and some whales in my territory. One builds roads to other land resources, but what do you do to get at sea resources? Thanks in advance for the lesson (manual does not seem to cover this).

You can use sea resources when they are within your city's border.

Fish and whale are not luxury resources, just bonus resources like cows and gold. You don't get anythign for connecting them to your trade network, as you would get a bonus from iron, gems, saltpeper. The fis and whale work the same way as bonus tiles did in Civ1 and Civ2 - you just get more food/shield/commerce from them.

Should workers mine every possible mountain or hill in order to discover new "luxury" resources, or will they present themselves on the board automatically?
