How do I get them to give up ?

In my current game, I am at war with the Greeks in the Modern Age. I really need to make peace with them to allow me to turn off the luxury rate (which is at 30%) to research the spaceship techs. Also, I need to keep them alive so that the other surviving civ (the Persians) don't win on culture. I can't conquer the Persians since they have a continent all by themselves and have mechanized infantry.
However, the Greeks won't talk to me ! I've captured or razed (mostly razed) well over 2/3 of their cities, but they still refuse to acknowledge my envoy. Does anyone have any ideas (this is deity level btw) ?

I think that you have a problem that can't be solved the way you want. You could switch to another government type, like monarchy. Or you could prevent the other civs from launching the ship (war).

I don't think their is a way to force them to talk to you. What government are you in? If you're worried about WW, just switch to some other form of government. And of course, build some Police Stations and Universal Suffrage. But I don't know how to make them talk to you, just try capturing/razing some more cities... sorry I can't be of more help.

I'm in a republic... the Persians beat me to Universal suffrage. Since I'm ahead of the Persians by 2 techs and they and the Greeks are in communism, I have to research everything by myself, which is why I don't want to switch to monarchy.

If I remember correctly, war weariness only affects your war against the Greeks. A quick war against the Persians or another civ won't add to this war weariness.. Should that war also get ugly: you're even more in trouble...

Yup, the Persians have an entire continent of their own, radio towers all over the place and mechanized infantry. Should be fun At least they're at war with the Greeks too, but that does mean they have quite the battleship/carrier fleet sailing along my shores.

edit: I did find out another thing; I razed the city containing the Manhattan project, but I am now able to build tactical nukes. Guess once the genie is out of the bottle, you can't put it back in.

further edit: I guess I found out how. I marched a stack of all the MA I could gather (about 25) next to their capital. This impressed them enough to sue for peace.

Yes, that would be it! Great that you found out yourself. I must admit that I can remember now that this was the way to make people talk. But I forgot, because I don't get in that situation too much...

Me neither - on lower levels this problem probably wouldn't have existed.
