How do I give a science bonus ala Representation, but only to one type of specialist?

Does anyone know of a way to restrict the <SpecialistExtraCommerces> tag to just a specific type of specialist? I'm trying to make the Library give a bonus to the Science produced by Scientists, but instead it's giving the bonus to all specialists... Any help appreciated.

I don't see any way to do this in the XML. You could probably do it with some work in python. Maybe somebody else will see a way to do it with XML only, but I'm doubtful.
