How do I make a static leaderhead?

I've made some leaderheads for Civ3 using Poser and whilst this isn't suitable for producing 3D animated leaderheads for Civ4, I do think that I can produce good quality static leaderheads. I think that I can create such leaderheads for historical figures without 3D leaderheads as a stopgap (until such 3D work becomes available). I feel tha this would be better than resorting to photographs or portraits. But, I don't know what Civ4 requires, so I need some help.
 
Check the Tutorial in the Tutorils section. It explains it in far better detail than could be described quickly.

In short, though, whatever graphic you create has to be converted to a DDS file, preferrable 512x512. That file will be used within the XML as the leaderhead reference.

Use a program like DDS Converter to take your JPEG (or whatever) and convert it to a DDS file.

Download a simply mod (my Somali mod - in my sig - is very basic) and take a look at ArtDefinesLeaderhead.xml.
