How do I place cities in civ3 editor?

Just a question I would like answered. I have made a map, but I couldn't place cities. If anyone knows how to place cities in civ3 editor please tell me.

First, set an 'active civilization'. Then, along with the buttons for place terrain, resources, and extras (starting locations), you'll see two buttons: place units and place cities.
