How do I play Vox populi with out the AI being on teams

So I my recent game I noticed Caesar and Attila were on teams and I never set it up to do that and I double checked the startup nobody should be on team does anyone know how to fix this?

Do you mean Declaration of Friendship? I don't know if it's possible to disable that other than using IGE.
 
I don't think so do Declarations of friendship Force other Allied civs into war when they go into war. This happened in a previous game and when ever that's if declared war its teammates would declare war and if I made peace with one of them it would force me to make peace with the other one.
 
To early in the game for that no one was at the medieval era the most advanced civilization was at classical
 
Defensive Pacts? There is also a diplomatic agreement "Shall we declare war against X", maybe that?

Edit: I suppose you should wait at least 15 turns after the war started and see then.

If you are playing with EUI, you can see the teams by the Color if a flag near the Civ portrait. (There will be no flag of the Civ is not in a team)

If the AI are in a team, there is definitely a bug an you should try to reinstall the mod (and make Suresh you don't have a mod conflict with your other mods), and report it on GitHub if it persists

I don't see any flag near the portrait but when I declared war on Caesar it also put me at war with a Attila automatically and defensive pacts aren't unlocked until chivalry and I'm certain they don't have that.
 
Next game, you can try with the Really Advanced Setup mod and double check if any civs are assigned to teams.
That's what I've been using and what I used to check the teams and no civ was a part of a team I'm certain of it.
