How do I replace a flooded district?

I know if a district floods and gets submerged, you can't fix it. But surely I can build another one on a different tile?
 
Building flood barriers will bring back the flooded tiles, allowing you to fix them.
 
I've read elsewhere that won't happen if they're submerged rather than just flooded.

It's illogical I can't build a thing to replace a sunk thing.
 
Let's ignore whether or not climate change is a reality....

If something gets broken and is unrepairable, you should be able to build another in another location.
 
Pah, we fixed the Mary Rose. Ok, there's a bit of rot in there, and it has to be stored in a humidity controlled environment, but still.

I never touched on that- I was only talking about the mechanic.
 
Unless it gets to a point where it is totally submerged... then even flood barriers won't help
Yeah that happens a lot if you don't have the production. Getting factories and polluting the earth can also bring in other catastrophes like the asteroid.
 
Simples...

(1) Get suzerainity over Valetta, get science for computers, buy flood barriers with faith.
(2) Get science for computers. build encampment with armoury, build loads of military engineers, use these to build flood barriers.
(3) Much the easierst option, don't build districts on coastal lowlands !

Like governments do in real life with housing, which is why we care about rising sea levels in the first place. How stupid are folk to buy houses next to a river or sea? Mine is 150 feet above sea level. I guess the price of housing here is going to skyrocket! Bye bye London!

Yeah and the worst thing is that folks pay all that extra money for living next to the shore. In civ 6, placing districts next to the shore can be worth it if you have enough resources to get those flood barriers later on. You could get away with the bonuses like placing a campus next to a shore atol and get that +2 extra science on your campus.
