How do I stop Civ 4 from starting in 640x480?

My civ 4 crashes at startup, And I have been doing research to figure out why. I performed a DirectX test which said that my computer cannot run games in 640x480 (not sure why)
How can I force the game to run in a higher resolution?

change to fit yours, in config ini file there is line somewhere about it, im sure you can find it and turn it off

try setting FullScreen=0 in CivilizationIV.ini till you figure out how to set the correct resolution
