How do Policies and Traditions work?

Can someone explain how Policies and Traditions work? Maybe they've been explained and discussed at length somewhere, but I've been away for quite a while and don't feel like burrowing through ream after ream of forum posts
 
Mostly in the same way as they were in Civ6. The main differences are:
1. Civilizations have separate trees with their own policies
2. Policy cards from previous ages become obsolete, except for civilization-specific ones
 
And here's one thing I'm not clear on. There's multiple civic trees for each civ (contaiming the traditions), I'd thought you could go down them in whichever order you wanted, but some posts on here have discussed them as if they're sequential. Do we know which way round it is?

I think the separate "Trees" can go in any order (or not be done at all), but the trees have sequential civics inside them (ie they are trees with a base and a top)

That's how I'd interpreted it as well...

This is the Egyptian Unique Civic tree we have seen before. Egypt has Three tier-1 civics in the webpage, so now we know that "tier" will works like a mastery.

It also appears as the slots get reset on an age transition. In the Antiquity live stream, the Normans had only 2 slots when the Exploration age started. I assume the Romans had more than that before.
 
So, as Ashoka CW, who gets a celebration for each DoW, you‘ll want to DoW all civs on sight in the early game to get +4 policy slots?
It is only a Formal War.
You can't Declare a Formal War if your Relationship isn't low enough (Good Relationship you can only declare a Surprise War which come with major penalties.... Imagine US declaring war on UKr tomorrow... major diplomatic and happiness penalties for the US)

That does mean that Ashoka will probably not have good relationships... of course when your relationship with him is low, you could declare war on him first (or vice versa if you are ashoka CW then if you have low relationships with someone they may do a preemptive Declaration)
 
Now these are the Civic Trees for the Chola:

Nagaram

  • Tier 1: Unlocks Manigramam Unique Building. Increased Influence towards initiating Trade Agreements.
  • Tier 2: Unlocks Anjuvannam Unique Building. Increased Resource Capacity in the Capital.


Kanakam

  • Tier 1: Increased Gold from active Diplomatic Actions you started or supported. Unlocks 'Devakoshta' Tradition.
  • Tradition - Devakoshta: Gold Buildings receive increased Culture.


Digvijaya

  • Tier 1: Kalam Unique Naval Unit receives increased Movement and Sight. Unlocks 'Marakkalam' Tradition.
  • Tradition - Marakkalam: Unit Maintenance cost reduced for Naval Units.


Monsoon Winds

  • Tier 1: Increased Settlement Limit. Ottru Unique Naval Commander Unit receives the Convoys Promotion. Unlocks 'Angadi' Tradition and Brihadeeswarar Temple Wonder.
  • Tradition - Angadi: Settlements other than your Capital receive increased Gold if they have a Water Building.

If I'm reading this right, the 'Tier's are permanent age-bound Policies while Traditions are not bound by Age? Or are the Tiers simply bonuses which only need to be unlocked and not get slotted into a card deck?

"Unlocking Unique Feature" policy card doesn't make any sense to me, so I consider each unique civic bonuses will act as latter case.
 
Tiers just indicate how often you've researched that tech.

In order to unlock tier two, you have to research it twice.

The second
UCivics give unlocks and/or direct bonuses
The U Policy unlocks are Traditions
