How do sacrifice gold to finish production?

I noticed that under "Universal Suffrage", that you're supposed to be able to finish production by sacrificing gold? My question is, where and how is that done?

(Probably similar to sacrificing population to finish production, but I don't know how to do that either?)

If you open up the city display, you'll see a box in the lower right-hand corner. It's the one that turns on the governors, emphasizes production, etc. One of the 2 buttons on the top of that box (top-left I believe) is for gold rushing.

After switching to the "Universal Suffrage" civic, enter a city. At the bottom of the screen, between the minimap and the list of things to build, there is a column of buttons. Directly under the "Draft" button, there are two buttons for rushing, one for pop-rushing and one for money-rushing. Mouse-overs tell you the exact cost.
