how do the game calculate the pop %

How do the game calculate the percent of world population (important when you go for a domination victory).
Do they calculate from city size of 4, or do they use 100000?
Since the scale isn't proportional this will give different results,

No for domination (and Votes in the UN) its the number of citizens (1~40 max), not the 'Demographics' number.

I posted this question few weeks ago, but nobody was able to help me to take the Real Population instead of the Total of the city sizes.
