How do you apply better skills to a unit (forget the right word)

I'm up to turn 50 and want to apply some of the upgrades to my units..for example "better fighting stat against a melee unit" there are tons of options for each varying unit. However I get on the proper screen (I have xbox) and move the cursor up and down to see all the options but I CANT select anything??? Nothing will highlight for me to select

You need enough XP for the unit to level up to the next promotion. The game just shows the promotion tree when you enter the promotions screen. In the upper right corner you can see how much experience unit needs.
