How do you control which techs Great People rush?

Does it have something to do with the Great Person Flavors? The Techs Flavors? The Leader flavors?

Any help would be appreciated.

I believe it is the Tech Flavor. they choose the tech with the Greatest 'Flavor' (that is the same as theirs) and to break ties choose the one with the least cost.
