Save it as a .jpeg file - size will be smaller. We're having space problems on these forums, so TF would appreciate if we can minimize such attachments. 
Better yet, if you use the upload file feature.
As to how - open your file in some graphics program (like Paint e.g.). Go to menu and click on "save as". There shld be an option to choose the format to save in.
