[Vanilla] How does Civic modifier works?

I opened Base\Assets\Gameplay\Data\Civics.xml and removed everything in
<CivicModifiers>, then restart the game.

The Civics tree still shows the modifier stars in civics.

Why does the Civics tree still shows the modifier stars since there are no modifiers attached to any civics?

because the "star" is not dynamic, it's shown when there is a description text attached to the civic, it doesn't check if the modifiers described in the text actually exist.
