How does one add a civilization?

As a complete newcomer to the modding scene I may ask a couple of stupid questions. Please stay with me. How exactly does one go about creating an additional civ? I have read many online descriptions that make it sound absurdly easy yet have had no success. Could someone please, in the simplest terms possible, explain to the poor new guy how modding a new civilization is done? Thank you.
