Getting towards late game. I am playing as Greece and Poland is the world bully with a huge empire and the largest army.
An embargo has been placed on Poland.
A standing army tax has been introduced.
My religion (which Poland doesn't share) is World Religion. Freedom (which Poland didn't share) is World Ideology. Consequently, he had Civil Dissent. (A few turns back his people forced him to adopt Freedom so that is now taken out of the equation).
However, in spite of the above he still has heaps of gold. I am making over 300 gold per turn and he seems to average between 30 and 80 per turn, yet he always has on hand about 15000 gold. He is sniping away at my CS allies and maintaining his own few by huge margins.
He doesn't seem to be bullying the CS as I am getting very few requests for funds to tide them over. Although he has conquered some cities (not mine) none of the other AI's have any money sh he wouldn't be gaining much gold there.
I am just wondering how he is managing to survive, let alone thrive.
