Has anyone figured this out? Specifically, if I want to attack an enemy civilization, how do I do so with the least amount of damage to my rep:
Have spy get caught which causes them to attack me?
Refuse to remove troops from land which causes me to declare war?
Declare war in negotiations?
Renegotiate Peace?
Is a sneak attack any worse than outright declaring war?
Also when you sign one of those 20 turn peace treaties, and they come at the end of those 20 turns, and you don't agree to renew the peace, is it the same as declaring war?
Didn't Civ2 have a menu that showed your reputation?-- Made life so much easier.
