How does the AI choose tiles to work?

I've been playing around trying to figure this one out, but there seem to be a number of oddities so I am wondering if anyone knows what steps the AI takes when it assigns a new worker after a city grows in population.

Potential factors that I've seen include the obvious, such as the Food/Shields/Arrows a tile produces, as well as some indirect things like the tile's numerical position/distance from the city center. Other things like total Food/Trade/Production, along with Food Surplus, Trade Corruption, and Production Waste/Support may or may not be involved.

Finally, I've seen odd behavior, such that in certain cases, after growth, the worked tile may change if you manually click the city center. In my case, the AI selected a forest square, clicking changed it to a ocean square with harbor. This coincided with the first appearance of an Unhappy citizen, so I am wondering if the AI makes its choice Before the happiness calculation at the very end of the city's turn?

Any help or comments is appreciated.
 
not a super expert but just my observations

it appears the ai chooses the tiles based on what brings the most food at primary parameter. this is generally not a bad idea if it wanst for Super groth strategy were you only need 1 surplus food to grow

also in my experience it seems like the tile chossen stay chosen until there is a growth where as the ai recheck for what it thinks is optimal.
clicking the city tile itself will request the AI to do another check

to my understanding clicking the city right after growth should not change the worked tiles however if one tile has changed between the growth and clicking the city it should
