How does the game predict who I'm voting for?

so I was playing one of my longer games that I never finished, and when I finished the UN building, it gave little predictions for who people would vote for. now I get that with the AI they judge it by how many positive relations point they have towards who they'd vote for. Do they take the stuff that would effect me if I were an AI and try and guess from that? Sometimes they've been pretty accurate, and other times, not so much.
