How does the trade network function ?

I've asked this in the general forum but no one had any idea so I'll ask it here.

The Pedia states that cities must be connected through roads/railroads/river or by an ocean to share resrources. And then an icon (3 arrows) appear in the main interface on top of cities... I don't have this icon anymore and while the resources are properly shared within my borders I can't trade resources with the other Civs. Even after I signed an open border treaty and went there with my workers to connect their cities.

So what exactly controls the trading. I've seen trade variables in various XLM but I don't know which one is essential.

I once accidentally edited my default XML files, when attempting to edit my custom ones. This caused issues. I decided to forego trying to repair it or seek assistance in repairing it. I re-installed the game and moved on.
