How does the U.N. voting work?

Hmm, if it ain't letting you vote, then it might be...

But I don't think its a bug.

Here is my theory.

There is also the possibility that if you have the UN and the leader nominations do not include yourself (you've probably been a bad boy :D), then they don't bother asking you to vote since there is no way you would risk a vote which doesn't include yourself.

In your game, try buying off a ton of civs and see if the option pops up again! Please post a reply on the result!
 
If you build the UN...you are automatically included in the vote...

FYI...In one of my games, there was a vote with no winner. After about 5 turns it asked if I wanted to vote again...then I won.:)

FYI part II...The key to obtaining votes is to "buy" mutual protection pacts with nations that are already polite to you. Give techs, money, anything they want. A polite civ will become gracious towards you if you obtain a mutual protection pact with them. After you have 3 civs gracious they will vote for you and you will win the majority vote!:king:
 
Then why do some people never get the voting option again once they decline the first time?
 
Not every civ can vote. There are some conditions at which they have to fulfill. Every 20 turns there is a vote.

..... I am getting it a lot more often than every 20 turns.....
