How enable United Nations without Diplomatic Victory?

exist some way for playing with Popish Palace and UN, but with disabled diplomatic victory?

Nope. Unless you go down the mod route, but I don't know how easy that would be to achieve.

Could be as simple as setting the votes needed to be 101% of the population?

You can't build the UN or the AP if you do that.

There was a thread where a code "fix" was posted, but it didn't quite work (the Diplo Victory resolution still comes up; I never found out if you can still win this way, but I doubt it). Unfortunately, I never looked into it further, since I know next to nothing about the code, and my preference is to play without AP and UN anyway.
