How exactly does Agricultural work?

Only my first 2 cities have 3 food in the center square. What decides when a city gets 3 food in the center square?
 
Ok, thanks alot. So an agricultural civ wants Monarchy right away, even moreso than other civs.
 
or Republic. I'm more of a Republic guy myself. As always, be wary of having enough cities to cover most of the unit support. Along that vein, aqueducts are half price for agr civs so maybe you want construction before a gov't tech.
 
Well, actually an Agricultural civ wants Rivers right away, moreso than other civs. With Iroquois, especially, beelining for Monarchy is a strong option as the same tech line also gives you Mounted Warriors. Moreover, Monarchy is much more manageable for large population civs because you can use as much as 3 units as military police. It helps to ameliorate the happiness issues you are likely to face before cathedrals become available. Republic may be better if you have plenty of luxuries or the Oracle.
 
If you build an irrigation and then a city ontop will that make it better than just building a regular plain there eh?
 
Going to Monarchy if you're not Religious or are intending on a lot of heavy warfare is a bad idea. Republic is so much better than Monarchy unless you will be in an attrition war.
