Welcome giannola! 
First, you need to have the tech "writing". Then, of course, you need to have already contact(s) with other civs. (If you have already contact(s), you'll be prompted automatically if you want to establish an embassy with known civs in that turn you've discovered "writing".)
Double-clicking on capitol icon (i.e. star) will provide a menue where to put an embassy. You must pay an amount of gold to do so.
You can't establish an embassy w/ s.o. you are at war at.

If you are playing PTW you press shift-e to bring up the embassy/espionage menu.
