How is it possible to build leaders?

In the latest version of TETturkhan world map with starting position only mod, it is possible to build leaders which cost 0 shields. Is this just me? How can i make it so it isnt possible to build a leader but to get one from battle?

Oh yea sorry about that, for some reason when i try to goto that page, it takes forever to load. After a few minutes the screen is just gray.

Nvm, no more need for reply, i finally found out the problem. It turns out the Req. support box was check thus meaning it could be produced in cities. It was a good thing this was an early bug or else i woulda been in the middle of a 15 hour game only to have to restart it because of a bug like this.
