How many steps to complete a palace?

I was curious as to how many steps it takes to build the palace. I'm referring to when it says the people admire...etc. Also, what are the conditions for being able to upgrade the palace. Is it score, tech, I'm not too sure.

I know that the palace in Civ 2 is score related, but if anyone has any info on that or could point me in the right direction, I'd appreciate it.

I used to think that it depended upon your score and relative playing position. NOT ANY MORE!

Lost 6 cities last night to an all out attack by 3 AI CIVS .... next turn I got the message that my citizens wanted to improve my palace!

Figured I would find the next piece of the palace would be a gallows, a guillotine or maybe "old sparky"

Heh. Something similar happened to me. I launched nukes at Babylon, thought I got their ICBMs, and then, they launch them at me. They hit a size 18 city, reduce it by half, then I get a WLTKD in that city. Funny.

I think there are at least a couple of early game Palace triggers...

1) Building your second city.

2) Your first victory over a barbarian attack.

Not sure about the others.
