How many votes does a World Congress proposal need to pass?

I haven't been able to find a clear answer to this question. Is it:

- More than half of available delegates to this congress vote YEA?
- More than half of all delegates that voted on THIS proposal vote Yea?
- More YEA than NAY votes on THIS proposal?
- Something else?
 
More YEA than NAY votes on THIS proposal.

For example, with 2 proposals, 20 possible votes:

Proposal 1: 5 civs vote YEA, 3 vote NAY; proposal passes.
Proposal 2: 1 civ votes Yea, 0 vote NAY; propsal passes.

Note that both proposal pass even though 11 votes abstained.

I'm pretty sure that a proposal fails with a TIE vote.
 
Yeah, it's more yeas than nays on each resolution. This means you can pass something you want that acts against the interests of the AI by getting them to instead vote for something they want (or buying their vote). By using up their delegates in this way, you can stop them from blocking something you want passed.
 
Interesting. I'd never considered using my diplomats to trade votes for the OTHER resolution than the one I care about it, but it's an interesting (and often probably less expensive) tactic.
 
Particularly if you don't care how they vote on proposal 2 -- find out which is the less expensive option. Sometimes they are so grumpy towards you that they won't sell their votes at any price, but it is well worth exploring.
 
It's very much like most legislative assemblies/councils: 50% of total vote voting YEA + 1 YEA = proposal passed. Only exceptions are new host and world leader which requires 40 votes but declines slowly if CS' are taken out, mainly Venetian/Austrian style taken out. New host is like an election, you got to try to win the most votes. Just imagine if new host vote had Australian democracy-style preferences to it so that AI doesn't just simply for itself but also offers second and third (etc) preferences? :)

Sorry for nitpicking, but this formula is incorrect. According to it, e.g. a proposal with 5 YEA and 4 NAY votes would fail ( because 9 * 0.5 + 1 = 5.5, i.e. > 5). The correct formula is simply "more YEA than NAY" or "more than 50% YEA".
