How Number of Cities Effect Social Policy Points

I was just reading another thread about how the number of cities you control directly effects how many Culture points you need for the next policy. Is there a thread that describe the math of this? Maybe not hardcore math (although it would be nice) but at least a simple explanation.

I believe that is for standard size map and lower. IIRC its like 20% on Large map and 15% on Huge, or something to that affect.
