How recruitment works?

What determines the outcome? OK, city size is clear, but... you always get wide assortment of units...

Researched techs? Buildings at the city?

Random strongest units you can build (not based off buildings) based off techs researched, and number is city pop divided by 3. Well worth it in a OCC game, questionable otherwise.

Bannor is actually worth a shot. All you need is a skeleton barrow - kill skelly and bannor hero can recruit again...
