you can't change the resolution to 800 x 600.
I think 1024x768 is the minimal resolution

check out your civilizationIV.ini file to change to a non-standard resolution. You will want to change

ScreenHeight = 0
ScreenWidth = 0

to

ScreenHeight = 600
ScreenWidth = 800
