How should we ensure that elected officials fulfill their duties?

Of course it's the peoples' mistake but there's not really a functional difference between changing the title or adding a note to the first post. Putting it in the title just gets the message out at the forum level. Maybe we'll need to do both things.
 
if you call the thread "turn chat saves & instuctions thread" with attached game-date and real time date this gets to long for me.

example:
"turn chat saves & instuctions thread, 1230 AD, June 5"
instead of
"turn chat 1230 AD, June 5"
 
I prefer "Turn instruction thread" with the date added for simplicity.

Having an improved system would avoid confusion and mistakes if the people change or if they change roles. People can't always be relied upon to make things run smoothly if a system is not in place, as in the last change in administration. It would become very dependent on individuals (who are fallible) instead of the system (less so).

No.
As you see from my threads (and also many others), most of the time clear instructions in the 1st post for usage of the thread as well as separation of a organized info-thread with a coresponsing discussion thread with cross-linking the threads works (example: registry). If someone does not comply, you can still take measures, as letting a mod delete or edit his posts (and of course pm him this as warning).
 
we could implement 10 civilizations, each with 7 citizens.
or on every continent a civ with 10-20 citizens. we would though need much forum space and separate forums with logins to prevent spying.

I am refering to systems as distinct from the people involved. Having good people can improve a bad system. Having a good system can prevent bad people from ruining it, and can still get them to do a reasonable job.

Usually not, but still having good people run good software is better than having good people run bad software.
