How the enemy Capital moves

When you take out an enemy capital, it immediately moves where? To the next larges city? To the city with the next largest Cultural value? How does it determine where it moves?

I notice that when the capital DOES move, the new capital suddenly gets a HUGE boost in cultural boundaries. Does the new city suddenly get the entire accumulated culture of the old capital? Or is it just the moving of the palace? Does the new city get the entire accumulated culture of the palace? Does the palace lose it's millenial doubling of culture?

How about the player capital? If an enemy takes MY capital, does my palace move or do I need to build a new one?
 
...is definitely largest remaining city. Don't know after that. I didn't notice the boundary change, thought it doesn't surprise me.
 
I think for the human the capital would move as well.
If you did have to build a new capital it would take forever, losing a capital without having a forbidden palace somewhere would be the end of the game i believe. So i think it would move even though ive never lost a capital to test it out.
 
your capital deifnitely moves - i lost my capital once early in the game - it moved ot the 2nd city i made (which was the second-largest)

Buildorder not largest city.The AI selected a size 2
town instead of a size 8 town. The size 2 town was
on a small island the size 8 town on on the main
continent.
