How to abandon city

It's been a while since I've played Civ and this is my first time playing conquests...I've captured a rival city and was trying to empty it by building workers until there was no population. I thought I remember you could do this to abandon a city and it wouldn't give you a rep penalty. For some reason, its not working...the city has 1 population and I'm building a worker. The shield box is full, but its not producing.
 
But is there any negative affect to doing that? Reputation penalty? Plus, I notice if I do that, the citizens are lost? Even if I get the population down to 1, there is no way to get that last worker out of the city?
 
You can't completely abandon a city the soft way (by making settlers or workers).

I have never done it on Conquest, but I found a way to get rid of the last foreigner when playing PTW. So not sure if this is still valid on conquest;

1) You gotta starve or rush worker/settler so your city reaches size 1. Note that all worker will be slave and settler will be foreigner.
2) Wait for your city to reach size 2, you will have one foreigner and one local citizen.
3) Place your local citizen on a mountain or Hill or any square that does not provide more than 1 food (sometimes you will need to build a forest!). Turn the foreigner as specialist, your city is now starving. Make sure that it is your foreigner which has been choosen as Specialist.
4) When starving you will loose your specialist, so your last foreigner.
This has to be done via starving, it won't work via rushing.

Note: if you want to re-locate the city by building a last worker, you must have 10 sheilds, and not producing any more food (so your citizen should be placed on a mountain), then you will have the option to abandon the city the 'soft way'.

Yes there is IIRC 2 negative aspects
1) you will have happiness problem in the next closest city
2) Abandoning a city would be considered as razing by the AI, si I think you will have attitude change towards the AI who found that city.

Yes you can.

I haven't done it via a worker before, so I'm not sure if that work, but abandoning a city via settler is certainly possible.

What you need is a size 2 city, with 30 shields in the box, that is not growing or is starving. Then, during the next inter-turn, you will be asked if you wish to abandon the city.
 
In my games, the settler completion is just halted until pop hits 3. I've never been asked if I wanted to abandon city! Which game are you playing? Vanilla? C3C? And which patch?
 
To abandon a city with a settler-construction the city cannot be gaining food. If the city gains no food and construction of the settler is completed the game asks if you want to abandon the city or delay the production. Choose abandon and the city is gone.
I'm pretty sure that it has been this way since vanilla 1.00

You have to assign your 2 citizen on tiles that does not allow your city to grow.
Surplus food = 0.
Then you will need to wait 1 turn.
