How to Access Luxeries on another continent

So I just took the first city on a new continent than my main. The city had a Silk resource but I have not been able to access it yet. The city is a puppet but that should not matter.

I have attached an image. I have two thoughts.

They may have offered it as a trade to another Civ and I need to let that run its course or finish them off.
Or do I need to build a Harbor or trade route to my capitol?

Has anyone else seen this or have any tips to get that resource?

This. I've never seen a puppet build a worker. You either have to annex it and build one yourself, or send your own worker over and improve the tile. Same if you think that your puppets are biased too far, say, toward hammers rather than gold; you send a worker and convert tiles to trading posts and they soon get the idea!
