How to avoid losing amenty from war

I'd like to share my strategy of avoid losing amenty from war.
First, let's have some basic knowledge:

1:Every fight will add amenty loss, that's unavoidable and deals a lot of war weariness (about 400/turn I think)

2:400 weariness cause -1 amenty

3:When peace you -200 war weariness/ turn , when at war you -50 war weariness/turn

4:When a peace deal/elimination of an AI is made, you instantly get -2,000 war weariness

Suppose we have 8,000 war weariness now, if we just make peace and let things go, it takes 30 turns to recover amenty, which is certainly too much. Usually 30 turns equals to 2~3 eras.

Our Strategy:

Instead of making peace, we declare war on every other CIV, but not actually fighting with them. After 10 turns we make peace with them, which cause -14,000 war weariness. So it only take us 10 turns to recover that amenty loss in this way.

Since we recover 14,500 points in that 10 turns, we can even afford another actual war of 6,500 war weariness!

This strategy only takes 10 turns to recover for 2 wars instead of spending 30 turns to recover for a single war.

So you're saying you found an exploit.
Not really an exploit, a bit crazy I grant you... the plan will fall down when civs refuse peace.
They may do this when you hit 1000 warmonger points, be good to know if this truly works over a long time
 
I giggled. It's strange that elimination and signing a treaty count the same. How about city-states? Does eliminating/making peace with them affect weariness at all?
