How to avoid Too crowded?

This is unavoidable. Depending on difficulty level, the first X citizens in a city will be born content, the rest will be unhappy and complain about crowding.

To combat unhappiness:

1.Build temple/cathedral/marketplaces
2.Get more luxuries
3.Raise the luxury tax

I will add one more thing that bingen did not mention.

4. A warrior/spearman in your city will turn one unhappy citizen content (MP).
In despotism you can have two MPs. Monarchy 3 IIRC (I rarely revolt to monarchy so I may be wrong). For republic and democracy MPs have no effect.
 
In the early game, cities that get will get grouchy build a settler or worker for me.

This'll only work well on lower levels (first 3 anyway) because above that grouchy cities are too small to produce these viably.
 
On monarch (2 content laborers) you still can build settlers, but on Emperor or higher you need MP.
 
Crowding has absolutely nothing to do with the problem. It's something the citizens say when they're unhappy for no good reason.

Oh, I wouldn't say that. I don't like crowded cities (real life that is). It causes irritation, anger, hatred and unhappiness.

doent they just peacufully stop working and say: "We are in Disorder. Therefore we are not working"
and patiantly wait for you to take action?
 
I didn't see anyone mention that another way to deal with population is to pack them up and put them on the road; make a Settler! No time is a better time than immediately before over population becomes a problem.

I try conscripting as many people as I can from large cities. Then my military support costs grow so large that I have to start a major war. Or, if that's not your style, conscript them and disband them. They will get angry at being conscripted, but if you order the governor to manage citizen moods, it doesn't matter so much.
