Right now I have a 17 turn deal where I am giving spices to persia. i need to go to war with them ASAP(to dominate) as they are stopping me from land access to other civs. What are some ways to break the deal without losing rep?

Make them furious and try to steal Tech at "immediately". If fail they may declare. Or if they have troops ask "remove or declare"

You simply want to go through their land? Then signing a Right of Passage would do, available with Map Making, if I'm not mistaken.
Although it's not a great tactic to try and claim land far away from your homelands, if that's the idea.

I want to take their land too. How about going in and waiting until they declare on me? does that work?

If you send troops in, they will likely ask you to withdraw and if you refuse then war will be declared. However since you refused the onus is on you and your rep will be in tatters.

If they have troops in your territory, close to your cities, try telling them to withdraw and they may declare war, this time with their rep being shot. Most likely, they'll just withdraw their troops though 'cause they'll want to keep the spices. ;)

Just loaded up the game and they did declare war after i booted them. I guess everything is alright.

Yup, did that with India once. there was a bit of unoccupied territory that India kept trying to send settler/spearman pairs through. However, they were polite with me, so they always chose the leave option. So I tried to extort New Bombay from them until they were furious, then I kicked 'em out. That time they chose war.
However, they don't seem to mind that much a luxury deal, as I declared war on sumeria to take a settler that was trying to build on the ruins of New Delhi, while I was trading with them, and everybody else was still quite willing to trade luxuries with me after that.
