Breaking ice requires Combustion tech, but it shouldn't require anything else. Modern Workboats can cross impassible terrain, including ice, so you should be able to move the workboat onto the ice and then choose the Break Ice mission.
Thanks I haven't yet reached Combustion. Sure would be nice if things like this could be searched in Civilopedia. Looked at ICE, Modern Workboats, Mod's hints and finally gave. Do you have a special place you look or are you just so familiar with the game things like this are off the top of your head?
