how to BUY units and buildings

Ciao!
I'm an old Civ2 player and in actual Civ4 I don't understood how to buy immediatly a unit or a building.

In Civ2 if I needed I was able to pay for a unit/building and get it in the next turn without waiting many other turns.
Is this possible in Civ4?
How can I do this?

At the ending of a match I always have 5000+ gold... How can I spend it?

You need the Civic Universal Sufferage.

The gouvernement in Civ4 is not static as in previous versions. You have to setup some civics to create your gouvernement. you can do that in the top right by clicking on the civics button.
One of the civics is called Universal Suffrage, which is needed to enable the immediately buy option.
