How to change Encode type

Hail.
How does one change the encoding method used in Civ4?
It seems that Civ4 uses Latin (ISO8859) thus cannot use Asian characters.
Are there any way to change it to UTF-8?

I sure hope its not hard-coded.....

Considering all the XML files are UTF-8 I would have assumed that the game did use UTF-8. If the game really uses ISO-8859-1 it is likely hardcoded.

XML files are in UTF-8 except those under "text" directry.
Civ4Theme_Custom.thm seems to have something about Fonts...
and encoding maybe....

Ill screw around with these for a bit and report back.
