how to change the city governor buttons graphics?

I want to change the graphics of the city governor buttons, where you automatize citizens, prioritizing food, or trade, or science, and so on.
I looked for the dss file with the graphic of the "prioritize trade" button. I found a folder "governor" in the buttons folder. Inside, there are two files, I don't remember exactly their name but something like "commerce" and "commerce_on". I tried to change those. Nothing changed.
Does anyone know how I can do it?

You can either manipulate the TGA files found in Resource\Civ4\HUD, or you can re-define the target to use a DDS in Assets\python\Screens\CvMainInterface.py -def updateSelectionButtons( self ):

I've tried, but it doesn't work.
I've found this file in the Vanilla Civ4 folders. I've copied it in my MOD folder (it's a BTS mod), keeping the same relative path (ModName\Resource\Civ4\HUD), and then I've modified the file. When playing the game, I still see the old image.
Have I to change anything else?

You have to have a custom set of Theme files in order to use a Resource Folder in your mod. Otherwise you must modify the original files and have it affect every mod and the base game.

I don't know much about setting up custom themes, but I suspect there are some tutorials on how to do it. Make backups of the BtS Resource folder and work in there to get your graphics right while you figure out how to set up a custom Theme file though.
