How to convert to .flc?

I've looked in the tutorial and guides section, and suprisingly, there's no info. basically I want to convert static images to .flc for new leaderheads. I have Paint Shop Pro, Irfanview, and Civ3FlcEdit.

All leaderheads are based on static images. Most are just based on a series of them (frames). The only difference is your frame could won't be 120 or so, but 1.
