For civ2 there were an editor with which you could create scenarios where are cities founded, units created and wars/peaces arranged. For, example, it was possible to create a World War II scenario. How could it be possible for Civ3? I mean, I'd like to create a new map by myself and then found some cities there, form the frontlines, create units and arrange a war, and then go and start to play the scenario and trying to win the war. The editor that came with the game doesn't allow this option.
