How to deal in a peaceful way with ally AI standing troops

In my latest game I have a big issue. I am surrounded from Japan, Scythia and Sumeria. I am going for a cultural victory, with Scythia we are like arch enemies, I am in war with her for ages, also with Japan we are fighting so I cannot afford to have also a third enemy in a differrent region.

The problem is that I am getting spammed with military units from Sumeria that not only passing through without doing nothing but also some of them are parked in top of my districts and resources. I have two of them basicly upon two of theatre districts and two great persons I cannot use and another two upon resources i want to gather and change the use of the tile, the strange thing is that these two units stayed there even when we didnt had an alliance or declared friendship.

First of all I wonder if this is a kind of bug, the second is how to manage the military spam of units within your territory in a peaceful way. Blocking the way with my own military units wont help of course.

Of course I tried all the other alternatives: I moved away my troops from these 4 parked bombards to clear them the way, and I took one great person to another district to move some great works there, but is really a mess.

PS. If this is a way so that AI can sabotage me in a friendly way is a VERY CLEVER way. And a very effective one.
 
The current AI acts like a psychopath. There is no peaceful way with him. Have a superior army and have it inside your borders. This is the only thing that will keep the AI away.
 
Open borders is a double edged sword as is being too friendly. For peaceful I like to keep borders closed and often very careful about who I befriend. Once hey are parked it is like the AI forgets about them. As I have also found this for the odd unit I have there is a chance it is a bug, but the AI does to annoying things like that quite often. The only way I have got it to work is to open borders with them again, having them parked on an encampment or holy site is particularly annoying, especially the holy site.

A long war with Scythia and Japan? It sounds like your army is too small. Get a few extra cheap units and suddenly they want peace.
 
I think I have a big army, at this particular moment. I mean like 4 corps of rough riders, 3 corps of field cannons, 2 knigths and 5 musketmen only in the border with scythia which is actually no more than 8-9 tiles. Around my capital like 10 tiles away from the border theres a corp of field cannon and 2 corps of a musketmen and also another small army at the north just to be safe. In the other continent where Japan is I have 3 corps of field cannons, 3 rough riders and 5 musketmen. With Scythia after the third time they attacked I raze one city and liberated a city state in our border and at the same time I leberated another city state at the north from Germany. because I was in war with Germany and Scythia I befriended Sumeria, but after I leberated the north city state it was occupied by Sumeria. I usually dont befriend close neighbours for strategic reasons i prefer the more distant ones. That's how Sumeria is spamming me with units. I can but I don't want to wipe out Scythia to avoid warmongering and war weariness, they are huge and would take a lot of time now. I am really a lot in front of them techologically and I wait for tanks to bring them with pillaging at their knees or even a raze a minor city and liberating another city state they occupied. I want a cultural vixtory, i need oped borders with everybody else without having to pay huge amounts of gold and luxury... that's why i want to avoid a war with sumeria

Big map...and very busy. You have more patience than me I suspect. Razing is the answer as you clearly know. Its strange it has gone on this long unless they are really in a corner. Normally the Civs cannot handle long war, has you asked for peace? Even if it costs a little. Its not like its Gorgo who will hate you for capitulation.

For cultural win you need 0 open borders. They do help but are not required computing and trade routes are much more important and you only get a small value of tourism out of the last few civs. As long as you are sweet with 50-75% you get the best value.
Once at computers you should be rocking as long as you have enough artifacts.

Saying all of that it just sounds like you are having a great time with an intriguing busy 'peaceful' game, know very well what you are doing and just that Sumeria is just peeing on your parade a little bit. Only advice I can give is that already given, and TBH it does happen but not often but is annoying when it does.

I wish I had a magic bullet, maybe someone else does.
 
Well it turned out one of the most satisfying games so far in civ 6, Scythia is hard and well played by the AI. I usually take my time in the game as I like its diversity and depth. In Scythia we are typically in peace for 10 turns but from classical era and after I have one war with them so very soon I expect the 4th wave to unleash my cowboys :) upon them. Ι am a little bit too focused on the little details and I try to use all the available resources that's why I want to see in which depth I can go with everything. My cultural victory doesn t go very well actually, I am hoping with Movie Studio to change that or see at least how far it goes and dont get another score victory again :(

The main problem with Sumeria isn't the spamming itself or just going through my lands, it makes sense since they go to a city to the other side. The nonsense is that I have 4 bombards parked in districts and resources which is absolutely nonsense. I will see it as a clever way to sabotage me and I ll send my spies against them :P I ll check later if i declare war to Sumeria what will happen to them and at least we will know if its a bug or just AI stupidity.
 
It's good when it's competitive like that. Just brings that "one more turn" feeling.

As future reference, never open your borders to the AI, only buy it from them. If you offer 100 gold for it, they'll love you and have a +x diplomatic modifier from "Favorable deals for them". It's not hard to have that late game.

After Film Studios, try going for Computers fast, since it doubles your tourism. The Cultural Heritage civic has a policy that doubles tourism from Artifacts and Great Art, which are great sources of it due to theming bonuses.
 
@ShinigamiKenji I didn't open them, I never give AI Open Borders, they have Open Borders as part of an Alliance Agreement.
@Victoria further on Scythia attacked me, I am allied to Sumeria AND defensive pact, 20 turns into war although 2 of the 3 parked Sumeria's bombards outside my capital moved NONE of them fought even for one round, also Scythia didn't attacked them (well that makes more sense. Furthermore Scythia this time gave me a REALLY hard time (I counted something over 30 units of cavalry) and for the first time in this game I will go back to make a round of troops. At the top of all this I missed twice killing two units of Scythia's corp cavalry because of this occupied tiles of allied and friendly bombards.

So far: No alliance, no defensive pact with AI. On friendship declaration.

I am using AI+ and AI Siege mods. Scythia does incredible good game. But I am using my time machine now to go back in time and change a few things...
 
Well know I can celebrate my first epic emperor cultural victory for civ 6. It took me almost 100 turns until I did it focusing only on cultural victory. I went up to 1370 visitors to beat Japan and made up 1k CPT. My tourism output was 900.

Of course your guide @Victoria was GREAT help. A lot of thanks about it.

Scythia and Japan did a good game. Scythia in military and Japan on culture. Again a lot of thanks for your help :)
 
Pericles was my first game at King, and it was a complete disaster (well that's how we learn). I ll try him and Gorgo soon after I give a shot with Peter on immortal with whom I got for first time 2 months now Stonehenge, and although a war drove me back I ll give it a try.
