How to declare war against an AI who won't talk?

Forgive me if I'm missing something obvious here (or if it's been asked before), but how do you declare war on an AI that refuses to talk to you? I have a giant stack of calvary + catapults sitting on the Mongolian's doorstep...

hover your mouse over his name on the right side of the screen, look at the screen tip on the left side of the screen, I think it is <alt> right click to declare war and <ctrl> right click to trade. The screen tip on the left of the screen will tell you which is correct.

You have two options:

1. Move the units into their border(should ask if you want to declare war if you have no open borders signed, which I'm guessing you don't if they won't talk)

2. Alt+Click on their name in the bottom right where it shows scores

#1 wont work if u have open border with him.
